Rex Eiserer is the Founder and CEO of Raekor.  An accomplished inventor, entrepreneur, leader and Soldier, Rex has had extraordinary success across multiple industries and ventures.  


He worked as a Group Leader at chip manufacturer, AMD, responsible for procuring and managing $900M of direct materials, memory, test equipment, and logistics to provide assurance of supply for AMD's manufacturing and engineering programs. As a Soldier, he served at Army Futures Command, as a direct report to the Deputy Commanding General of Army Futures Command and the Chief Innovation Officer of the Army.  Here he defined and incorporated the Catalyst-Pathfinder program for AFC that enabled world-class universities to collaborate directly with Soldiers and build technologies that alleviate the Soldiers' pain points. He was one of the original leaders of the Austin office from the 75th Innovation Command, handpicked by the Commanding General for this critical role.  He commanded an Aviation Brigade and led a battalion in combat and has been awarded two Bronze Star Medals.  


Rex has an MBA from UT Austin and a MS in Electrical Engineering from Texas A&M and a BS in Physics from Texas A&M.   He recently retired as a Colonel from the Army Reserve.  He is the investor and holder of six patents.

Boe Young is a Strategic Advisor for Raekor, helping guide the overall business and go to market strategy for the company. He has served as Founder/CEO/COO to five private sector organizations, is a Limited Partner venture investor in three dual use funds, and a seasoned Board Advisor in the technology and retail space.  He has participated in two successful exits, one to a publicly traded company and one to private equity firm.  


Ranger and Airborne trained, he led a battalion in combat and was handpicked to stand up and command the Army’s 75th Innovation Command. Of his 36 years in service, 21 were in command of Soldiers.  He commanded three times as a General Officer, to include all intelligence formations in the Army Reserve.  


Boe has a Bachelor of Arts in Economics from Davidson College and a Master of Business Administration, from Goizueta Business School, Emory University.  He also has a Master of Strategic Study from the Army War College, the Army’s premier strategic level leadership course.

Boe was awarded Bronze Star and Distinguished Service Medal prior to retirement as a Major General, after 36 years of service.

Ron’s career spans over 30 years in general management, operations, corporate and business development, research and development, strategy, and government affairs. As Managing Director of White Birch Analytics, his firm provides advisory services to venture capital and private equity firms and to their portfolio companies. Ron is a venture partner at New North Ventures, a multi-fund, dual-use, seed to Series A venture firm. He has served as the CEO of a defense electronics system design and manufacturing firm, and as president of a large language model technology firm serving special operations and intelligence agencies. His experience includes executive positions with profit & loss responsibility at Collins Aerospace, RTX, Kongsberg, L3Harris, and NAVTEQ.


Ron’s public service includes New Hampshire State Director of the Selective Service, Civilian Aide to the Secretary of the Army, and 34 years as a Soldier in the U.S. Army. His last military assignment was as the founder and managing director of the Eastern U.S. Group of the 75th Innovation Command. He was a principal architect in the design and establishment the command, supporting Army modernization and influencing the largest restructuring of the U.S. Army since the Vietnam War. His awards include the Legion of Merit and he retired as a Colonel.


Ron holds degrees from Boston University, Tufts University, the Massachusetts Institute of Technology, and National Intelligence University. He is also a graduate of programs at the U.S. Army War College and Naval Postgraduate School. 


Ron serves on the boards of philanthropic organizations, businesses, and institutions. He is a mentor in the MIT Gordon Engineering Leadership program and in the University of Pennsylvania Carey Law School International Strategic Crisis Negotiation Program.   He is a Board Advisor with Raekor.

He currently serves as CEO of Boardroom Salons, an upscale men's grooming franchise with 56 locations across six states. Prior to Boardroom, Jeff was CEO of Empower Aesthetics

Jeff Helfgott is a senior executive and advisor with 20+ years of leadership spanning consumer retail, healthcare, home services, technology, and the U.S. military. He currently serves as CEO of Boardroom Salons, an upscale men's grooming franchise with 56 locations across six states. Prior to Boardroom, Jeff was CEO of Empower Aesthetics, tripling the business in one year through M&A and de novo expansion and earning a seat on Allergan’s Advisory Board. Earlier, as COO of Excel Fitness, he held full P&L responsibility for a $70M EBITDA, 1,700 employee enterprise that expanded from 17 to 92 locations, leading multiple mergers, integrations, and acquisitions while also influencing global digital and technology roadmaps as chair of the franchisor’s digital and tech committee. 


As an advisor and investor, Jeff brings a rare blend of operator rigor, commercialization skill, and mission aligned leadership grounded in real world deployment. His early career as a U.S. Army Captain, a consultant at McKinsey & Company, followed by managing international engineering teams in IT at USAA, shapes his bias toward reliability, clear requirements, and scalable execution. 


Across subsequent CEO and advisory roles, Jeff has repeatedly helped technical and operating teams translate capability into adoption by tightening value propositions, building repeatable field playbooks, and aligning product roadmaps to high consequence use cases. As an investor and board member in multi-site and subscription businesses, he also adds a strong capital partner perspective on unit economics, channel strategy, and defensible growth. 


Jeff as an MBA from Northwestern University and a BBA in Computer Information Systems from James Madison University.

Brian Glackin is a seasoned public policy and national security professional with deep experience in U.S. federal government affairs, defense appropriations, and strategic consulting. After a distinguished 23-year career as an officer in the United States Navy, where he flew EA-6B Prowler aircraft and ultimately served as Deputy Director 

Brian Glackin is a seasoned public policy and national security professional with deep experience in U.S. federal government affairs, defense appropriations, and strategic consulting. After a distinguished 23-year career as an officer in the United States Navy, where he flew EA-6B Prowler aircraft and ultimately served as Deputy Director of the Navy Appropriations Matters Office coordinating the Navy’s budget with members of Congress, he transitioned to influential roles in defense industry government relations.


In Washington, D.C., Brian has served as Defense Practice Area Director for The Livingston Group, a prominent government relations firm led by former Congressman Bob Livingston, where he focused on defense and national security policy initiatives. 

In 2024, Brian founded and became President of Brian Glackin & Associates, LLC, a government relations and consulting practice specializing in defense policy and the federal appropriations process for clients engaged in national security and defense sectors. His work blends extensive military experience with deep understanding of legislative priorities and federal budget dynamics, helping organizations navigate complex policy environments and advocate effectively with policymakers on Capitol Hill and across the executive branch. 


Brian has a BEE in Electrical Engineering from Villanova University, a Masters, History from Université Paris Sorbonne (Paris IV) and a Masters, Strategic Studies, Advanced International Studies from the 

Collège Interarmées de Défense.  


Brian serves as a Board Advisor with Raekor.

Brad Perkins serves as the Principal Investigator for Raekor. His expertise in DoD business development, program management and development of strategic plans from the identification and qualification of opportunities, as well as captures of significant contracts and delivery orders to accomplish substantial annual growth and profitabilit

Brad Perkins serves as the Principal Investigator for Raekor. His expertise in DoD business development, program management and development of strategic plans from the identification and qualification of opportunities, as well as captures of significant contracts and delivery orders to accomplish substantial annual growth and profitability is virtually unmatched. 

 

In addition, Brad has twenty-one years direct experience in international traffic in arms regulations (ITAR) compliance, export licensing, military materiel exports, and international business development and international captures in the markets of Korea, Japan, Taiwan, Malaysia, Bahrain, Kuwait, Uzbekistan, UAE, and Singapore. Brad has worked in project and program management for multiple large defense contractors such as Textron, SAIC, and Northrop Grumman.


Brad has an MBA from Regis University, studied as a Post Graduate Fellow at the Oak Ridge Institute for Science and Education, and has a BS in Chemistry from Davidson College. He is a graduate of Army Ranger School, served as an Army battalion commander, was an instructor at the Army’s Command and General Staff College and retired as a Lieutenant Colonel in the Army Reserve.
